I do wonder how many vacant properties there are with gardens that require watering
Good point. There are two possible measurement issues.
1. Counting those frugal water using single person households who use less than 50L/day for a year.
2. Ignoring those you identified with over 50L/day due to leaks or garden watering etc.
But by using the method for many years the patterns still tell a story and require an economic explanation
Garbage trucks in some councils record which houses have not required their bin to be emptied. It'd be fascinating to use this data as a cross-check.
I didn't know that. Do you know off hand of any specific councils that do?
